WhatsApp Being Used To Plan & Carry Out Car Thefts

Company car drivers and fleet managers are being warned that criminals are using WhatsApp groups to plan and execute car thefts, according to vehicle protection specialists at AX.

 

According to the report, criminals create and share ‘shopping lists’ of makes and models so that vehicles can be stolen to order. AX, a provider of intelligent vehicle protection and management technologies for the automotive and insurance industries, says that “fuelled by encrypted social media platforms, the wave of thefts has been intensified by the vulnerability of ‘keyless’ systems which criminals are able to exploit using key signal amplifiers and decoders costing thousands”.

 

Home Office figures show the number of vehicles stolen in Britain has almost doubled in the last five years. In 2017-18, nearly 112,000 cars were taken illegally, up from 75,308 in the 2013-14 financial year.

 

Neil Thomas, AX director of investigative services, said: “The highly organised criminal networks are constantly looking for more secure ways to carry on their ‘businesses’ online and use social media with encrypted messaging capabilities or even online games to covertly communicate with each other.

 

“The sheer volume of thefts is practically a car theft epidemic and is enabling criminals to purchase costly technology which then fuels even more car crime.

 

“The thieves who take the initial risk get the cash payment, then the buyer, who now has a tracker-free car can then take their time to strip it, clone it or export it. This is where the profit is, especially in terms of the parts which can amount to much more than the complete vehicle.”

 

AX states that typically, criminals – or whole gangs in some cases – mobilise on social media where they agree their preferred targets, pricing and buyer before preparing bogus number-plates from similar vehicles to rapidly clone vehicles. By Graham Hill Thanks To Fleet News.

Number Plate Offences Are At An All Time High – Are Yours Legal?

Number plate offences are at a five-year high, so just how easy is it to buy a dodgy plate and what is the DVLA doing about it?

The UK’s number plate system is wide open to abuse because of the easy availability of fake plates online, while the number of traffic stops for missing or dodgy plates reached a five-year high in 2018, Auto Express can exclusively reveal.

 

In two linked investigations, we asked police how many number plate offences they had issued tickets for between 2014 and 2018; separately, then we ordered three sets of number plates from online suppliers, all of which were delivered no questions asked, and would be illegal to display on the road.

 

  • How to transfer a number plate from one car to another

 

Official data obtained by Auto Express via Freedom of Information requests shows that police issued 9,170 tickets for number plate offences last year across the UK, the highest figure in the past five years.

A total of 41,385 stops were made by police between 2014 and 2018, with officers issuing 11 per cent more tickets last year compared with 2017 for number plates not meeting regulations, or plates that were missing from vehicles altogether. London’s Metropolitan police issued the most tickets or rectification notices for dodgy plates (4,411) over the past five years, with Northern Ireland police issuing the second highest number of tickets (4,005).

 

What’s the penalty?

 

Motorists can be issued with a Traffic Offence Reports (TOR) or a Vehicle Defect Rectification Scheme (VDRS) notice (escaping a penalty if the fault is fixed within 14 days) for various offences related to number plates, including missing or obscured plates, and plates not conforming to regulations.

Of the 35 police forces to respond to our request, 23 provided offence codes, revealing that roughly 70 per cent of stops made for number plate offences are for driving or keeping a vehicle “when the registration mark fails to conform to regulations”. Number plates not meeting regulations could contain improperly placed characters, be made up using an unofficial font, or have colour-capped screws placed in their characters to change how the plate reads.

 

What do the authorities say?

 

The Driver and Vehicle Licensing Agency (DVLA) told us that all number plate suppliers based in the UK “must be registered with DVLA and must conduct checks before supplying number plates”. The organisation added,“It is an offence to not request the required documentation from the customer [or] keep a record of the transaction, or to supply a non-compliant number plate.”

 

However, at least two of the suppliers we ordered plates from are based in Jersey and they may not be breaking the law there, because it is a separate jurisdiction from the UK.

 

The DVLA told us: “Our officers conduct intelligence-led enforcement activities to tackle a wide range of offences, to investigate and, where necessary, prosecute suppliers – including those who trade illegally using the internet.” The organisation also highlighted that drivers who alter the appearance of their plates face a fine of up to £1,000 and risk having their personalised registrations confiscated.

 

  • Banned UK number plates

 

The National Police Chief’s Council (NPCC) told us “ANPR [automatic number plate recognition] data is increasingly enabling police to identify vehicles operating on cloned plates using tools such as journey time analysis. Thisfurther informs our investigative work.” The organisation also advised that “local forces continue to offer crime prevention advice… dependent upon the particular offending seen in their locality”.

 

Jack Cousens, head of roads policy for the AA, said: “Car cloning is on the rise and the DVLA is not doing enough to tackle online retailers. Buying banned registration plates in road-legal specifications is concerning, but more worrying

 

is the ability to lift a number plate off a website and copy it without any ownership checks.

 

“Ultimately, the buck stops with DVLA for not doing enough to tackle online retailers issuing plates to those who have no legal right to claim them.”

 

What we did

 

Cloned plate

 

We copied a registration from a BMW X5 (the most commonly stolen car in 2018, according to Tracker) offered for sale in an online classified ad.

 

We then ordered this number plate, LS15 ***, from Jersey-based My Showplates, and were not asked for any details aside from an address and credit card number during the ordering process. The plates arrived within two days. My Showplates did not respond to our requests for comment.

 

Banned plate

 

We bought the number plate BO19 CKS – a registration banned from the road by the DVLA for being too rude – from A1 Show Plates, a company with an almost identical address to My Showplates.

 

Despite selecting ‘Road Legal’ from a ‘Plate Legality’ menu, this banned plate arrived within two days, and we were not asked for documentation other than an address and credit card number. A1 Show Plates did not respond to our requests for comment.

 

Incorrectly spaced plate

 

NU02BER, a legitimate reg offered for sale by the DVLA, was supplied to us by Show Plates Direct. But we took out the space between the ‘2’ and ‘B’ when ordering the plate, making it illegal to display on the road.

 

We contacted Show Plates Direct, who initially claimed that it had “no such order for this registration or indeed payment from this E-mail address”. The firm did not reply when we provided an order number and explained to them that we used a different E-mail address to place our order.

 

The responsible vendor

While the three companies above sent us dodgy plates with no questions asked, one supplier acted in accordance with UK regulations.

 

 

DVLA-approved, Yorkshire-based Number1Plates asked us to provide a copy of our V5C logbook, retention certificate or other proof of ownership, as well as a utility or bank bill. We did not send these documents, did not receive the dodgy plates and Number1Plates subsequently refunded our £25.97.

 

Why are fake plates bad news?

 

Police Automatic Number Plate Recognition (ANPR) cameras may not read improperly spaced number plates, plates with incorrect fonts and those with colour-capped screws. This makes crime enforcement more difficult – although police stress that ANPR tools are becoming more sophisticated.

 

A more worrying issue is cloned plates. A criminal with a stolen car may find an identical car for sale online, get a duplicate plate made up based on the advertised car’s registration, then fit this plate to the stolen car. The advertised car won’t have been reported stolen so this cloned plate won’t activate police alerts, despite being placed on a stolen car. What Do The Numbers & Letters Mean On Vehicle Number Plates?

With the new number plate about to be launched on the 1st September, what do the numbers and letters mean? Thanks to AOL online we have the following explanation:

 

If you’ve ever looked at a car, you will know what a licence plate is. They exist for each individual car on the road to have a unique identity, allowing information on the car to be pulled up for a huge number of reasons.

 

To the untrained eye, a licence plate may seem like nothing more than a random combination of characters — but there is in fact logic and reasoning to its format. Looking to learn what the meaning behind a UK plate is? Read on…

 

Here, we’ll be focusing on the licence plate format introduced in 2001. Made up of seven characters split into two sections (except for NI), the UK licence plate is pretty simple. Two letters start the registration, immediately followed by two numbers with a space separating this sequence from the final three characters.

 

Though the two letters at the start of the licence plate may seem a bit like gibberish, there’s actually a method to them. These indicate where in the UK a car is first registered. The very first letter indicates the region — for example, Y represents Yorkshire, L represents London and S represents Scotland. Following that, the second letter indicates which DVLA office within the region the registration is made.

 

Up next, the numbers on a licence plate indicate when a car is first registered — with this identifier changing every six months.

 

Cars registered between March and August use the last two digits of the year itself. For example, a 17 plate car will have first come onto UK roads in that period in 2017. When it comes to new cars registered between September and February, 50 is added to that value preceding it — meaning a car coming onto the roads in that period for 2017/18 would be designated with a 67 plate.

 

So we’ve established the first four characters on a licence plate are more than just gibberish, but what about the final three? Well, those are in fact random.

 

This is to distinguish cars from those registered in the same time period at the same DVLA office and can be any combination of letters from 24 of the alphabet’s 26 — with I and Q excluded. Some combinations are also manually prevented from circulation in order to prevent any that may appear as offensive.

 

So there you have it. But if you are looking to impress your neighbours with a new car on your drive or outside your front door better take the car in August rather than September. I reported a few years ago that British Car Auctions found that a car registered on say a 19 plate, as it would be this month, can fetch an extra £400 in auction than a car registered a year later on a 69 (snigger) plate.

 

The reason they gave for this was that car dealers prefer to have cars with number plates that mean something. i.e. the year plate such as 19 than a plate that many potential buyers wouldn’t understand when driving past. So if you want to be seen to be driving an obviously brand new car, go for the year number plate from 1st March to 31st August. By Graham Hill

DVLA Found To Mishandle Confidential Driver Information

Following a BBC Freedom Of Information request it was found that the DVLA had mishandled the personal data of 2,000 drivers over the last 12 months.  During a ten-month period in 2018 and 2019, the DVLA reported 439 data breaches, which affected 2,018 people.

 

These data breaches saw the DVLA send important documents – including driving licenses, passports and marriage certificates – to incorrect addresses, affecting the equivalent of around seven people per day. For comparison, the Passport Office had five data breaches over the same time period, while HM Revenue & Customs had 10.

 

All of the breaches were reported to the Information Commissioner’s Office, between 25 May 2018 and 18 March 2019, following the introduction of tougher data protection laws. Royal Mail advised that important or sensitive documents should be sent via a tracked special delivery. The DVLA said the data breaches were the result of “human error” by staff at their headquarters in Swansea.

 

A DVLA spokesperson said: “Last year, we dealt with more than one billion customer interactions. We received more than 16 million items of mail and sent out more than 93 million, including 10.6 million driving licences.

 

“However, we take our duties to protect data extremely seriously and have an open and transparent culture where staff report any potential breaches.

 

“We ensure we review all reports to identify what more can be done. While these figures are a very small percentage of our overall transaction volumes, we take these seriously and have apologised to those concerned.”

 

Whilst one could argue that in the scale of things 2,000 is a very small number, that’s fine unless you are one of the 2,000 affected. Not one piece of data should go astray so sort your systems out DVLA. By Graham Hill with thanks to Auto Express.

Do You Really Know How Vulnerable Your Car Is To Cyber Attack?

It wasn’t that long ago when it was only top of the range cars that had mobile Bluetooth connectivity which meant that the internal storage in the car would store all of your phone book. You, therefore, had to delete your phonebook if you didn’t want the new owner to have access to your list of family, friends and contacts.

 

Things have now moved on and even the most modest of cars has a pile of data stored about you. What Car has looked into this and come up with a list of things you can do to protect yourself from a cyber attack.

 

  • Keep in touch with your car’s manufacturer regularly to check whether it has issued software updates or recalls to improve security. Alternatively, you can see if your car has an outstanding recall notice at gov.uk/check-vehicle-recall.

 

  • To minimise the impact if your car and/or sat-nav is stolen, use any security features your sat-nav offers and think about regularly wiping all the data, such as your home address, from the system.

 

  • If your car has built-in wi-fi, never leave the default password on it and never leave a note of the new password inside the car.

 

  • Turn your car’s wi-fi and Bluetooth off when you’re not using them.

 

  • If you download any smartphone apps that will be processing payments for your car, such as road toll fees, make sure they’re password-protected.

 

  • Make sure your smartphone’s operating system and apps are the latest versions; updates are often issued to patch possible security vulnerabilities that can give cyber criminals access to your phone.

 

  • Protect your social media accounts by making sure you’ve activated the privacy settings. With Facebook, avoid public updates and only send posts to your friends. With Twitter, you can’t be as selective.

 

  • Protect your home by making your car’s sat-nav less accurate. If you don’t want cyber criminals to know where you live, instead of setting your home address to your house, consider setting the shortcut to a nearby junction or the closest motorway exit.

 

What to do if you’re selling your car or returning a hire car

 

  • If you’ve paired your phone to the car to access hands-free operation, go into the Bluetooth set-up menu and remove your phone from the paired phones list, as well as deleting your contacts if they’ve been downloaded onto the system.

 

  • Check the car’s manual to find out how to clear all your private data from the infotainment system. It might be listed as a ‘factory reset’ option.

 

  • If your car has web-connected services that bring data from your favourite apps and social networks to the dashboard, disconnect this. If you don’t, other drivers might be able to gain access to your Facebook and Google accounts. To wipe the information, you’ll need to reset the infotainment system to its factory-fresh state.

 

  • If your vehicle has an integrated remote control that you’ve paired with your front gate or garage door, your vehicle is essentially a gigantic key to your house. Check the instruction manuals for your electric gate or garage door for resetting instructions.

The Number Of Cars Being Cloned Has Quadrupled Over Last 4 Years

The number of reported cloned cars has risen from 1,255 in 2012/13 to 4,802 between April and December 2018, according to the DVLA. And the police believe that due to underreporting the figure could be substantially higher. The reasons given are the ease that cars can now be stolen and the availability of ‘Show Plates’ online.
If you wanted a set of official plates for your car you have to obtain them from a DVLA registered supplier and they must see proof of ownership before they will supply them. Like the crooks that are able to legally buy mileage adjustment equipment online it is legal to buy show plates online but just not to be fitted to a car.
As a result, it is easy enough and cheap enough to buy ‘show plates’ online using the registration number of an identical car, often found through car ads, then fit the plates onto a stolen car. The police then believe that these cars are then used for various criminal activities such as robbery or drug-dealing. Industry sources say that more needs to be done. There is no identification on number plates to show where they were made nor are plates, once fitted, tamper proof.
Two things that the industry has been pushing for. Chief Constable, Charlie Hall of the National Police Chiefs Council said that some of the increase could be explained as a result of increased plate recognition cameras now able to auto issue fixed penalty fines and the owner of the cloned car being alerted that his car has been cloned when a parking or speeding ticket is issued in an area he didn’t visit.
The problem is that the courts and authorities assume that you committed the offence and it’s down to you to prove otherwise, for many a very stressful experience, especially if the case has reached a court. The advice from Auto Express to protect yourself when buying a used car that could be cloned is:
When buying a second-hand car use a dealer who is responsible for all background checks. If buying privately visit the seller’s house and never carry out a transaction in a layby or car park.
If the car is being sold well below market value be very suspicious.
Make sure that you compare the car’s Vehicle Identification Number (VIN) that can be found at the base of a car’s windscreen or inside a door jamb with the number shown in the V5C and any other supporting documentation
Never share copies of your V5C logbook online or give out the 11 or 12 digit Document Reference Number contained on the V5C
If you receive a parking or speeding ticket – or any other fixed penalty notice and you believe that your car has been cloned, immediately contact the issuing authority, the police and the DVLA, making sure that you document everything in writing.

Is Our Consumer Credit Legislation Fit For Purpose – I Think Not!

This year I’m on a campaign to change our consumer credit laws, especially in the areas of motor finance. We have two products that account for the vast majority of new car finance, contract hire and Personal Contract Purchase (PCP). Contract hire accounts for about 85% of company acquisitions whilst Personal Contract Hire (PCH) is now starting to take market share away from PCP which has recently dropped from 85% of consumer new car registrations to 80% in 2018.
However, PCP is now being used by more people to finance used cars, estimated to increase the number of live PCP contracts to around 5 million. The point is that we have two major finance products that are fudged in legal terms. Legally there are no such products as PCP or PCH even though they represent the largest number of agreements.
Take out a Hire Purchase agreement or personal loan agreement and you are pretty much covered for all eventualities by the UK laws that govern them. But take out a PCP or PCH and you are referred to the Consumer Credit Act which was never set up with Contract Hire or Contact Purchase in mind. This means that the providers can pretty much include any terms they like into the contract without fear that they are breaking any laws.
 
Look at the top of a PCP agreement and it will show it as a Hire Purchase Agreement – which it isn’t, it’s a Hire Purchase agreement with a load of conditions. The same with PCH, it will show it on the documents as a Hire Agreement Regulated by The Consumer Credit Act 1974, at a time when PCH didn’t exist. So each finance providers cave pretty much free reign to include any terms and conditions the see fit to include. 
 
Two examples of confusing situations come to mind which cause all sorts of problems with consumers. The first is one that relates to PCP and what is known as Voluntary Termination (VT) which is the ability under clauses 99 and 100 of the Consumer Credit Act to hand your car back once you have paid 50% of the total owed.
The problem here is that the lenders don’t like it because it can lead to losses, especially if the car has covered very high mileage. As an example say you VT’d the car after 2 years of a three year contract. Your contract mileage was 10,000 per annum so you should have only covered 20,000 after 2 years but let’s say you covered 28,000 miles. Your excess mileage is 10 pence per mile so you should be charged a pro-rata excess mileage figure of 8,000 miles at  say 10 pence + VAT = £960.
 
This is the argument put forward by lenders. In fact this is incorrect and flies in the face of the Consumer Credit Act that was created before such things as excess mileage. So the law states that you can hand the car back to the lender irrespective of the mileage. However, when Renault pushed for payment from a customer and the Financial Ombudsman Service got involved they found in favour of Renault. It would be so easy to include a few changes to current legislation or introduce new legislation that dealt with PCP and set down a rule. It would save lots of confusion.
 
The issue that comes to mind with PCH is the extension of contracts. Every leasing company that allows for an extension (not all do) have a different way of calculating the lease extension rentals, which is wrong. There should be a standard method to remove confusion and make the extension transparent. I have a case against Mercedes Benz who increased my monthly payments by 20% for an extension even though my mileage was running at much less than my contracted mileage. Laws should make life less complicated – not more!

Data Protection At The End Of Your Lease

I’ve warned about this before but since the tightening of Data Protection rules with GDPR it’s worth mentioning again. It all started a few years ago when the wife of a well-known football player part exchanged her car for a new one. When she sold the car she didn’t think of clearing down the information stored in her in-car telephone book.

 

The dealer who bought the car as a part exchange realised that he could access the telephone numbers and seeing that there were many mobile numbers of A-list celebrities he offered them to a National newspaper. When it came to light what had happened, after journalists were contacting the celebrities, a court case ensued. The dealer argued that as he bought the car he also bought the data stored in the car. The onus was on the previous owner to remove anything that wasn’t included as she would have done with any personal effects.

 

Data protection rules were not so tough at the time but even so the dealer was seen to be breaking data protection regulations and was fined. Since then, of course, the amount of data stored on your car has increased. Addresses, places you have visited along with telephone numbers and in some cases driving style. You may think that most of this information is pretty benign but it may not be.

 

If you own company cars or you are a company car driver there is an onus on the employer to ensure that they protect driver’s personal data. There is a now a company that will cleanse ex-fleet cars and remove all data but they only deal with company cars. If you are concerned about your data stored in your car you can always remove it yourself or ask your local dealer to remove it for you before you return it at the end of your lease or PCP or part exchange it.

 

If the car is part exchanged the dealer is responsible for ensuring that the data is removed before selling it on. With fines of up to 2% of global annual turnover this could end up having a major effect on employers and/or dealers. By Graham Hill

Scams Running At A High Level Warns BVRLA

Warnings have been issued by the British Vehicle Rental & Leasing Association (BVRLA) regarding the increase in contract hire scams. Knowing who you are dealing with is much more important than simply searching for the cheapest deals.

 

The BVRLA has warned about scammers preying on those looking for the cheapest deal. In its simplest form, the ‘brokers’ advertise cheap deals that don’t exist and ask for a holding payment to secure the rates or a car. Or they wait till closer to the time they say they can deliver and ask for the 6 or 9 months advance rental, often thousands of pounds. Then disappear.

 

One of the very few benefits to taking out a PCP through a dealer is that you know where they are and who they are. They have a physical showroom and you can see the person you are dealing with. In the case of contract hire most contracts are agreed online with someone you will never meet so you really need to know who you are dealing with. Creating or cloning a very professional looking website is easy so you need to know that the people you are dealing with are as professional as the website looks.

 

And as warned by the BVRLA and I it is very easy to scam and it’s becoming more widespread than you think.

 

Following on from the warnings issued by the BVRLA I have another of my own. I’ve seen websites that have been cloned from an original legitimate site but changed all the contact details. Customers who check out the company that they think they are doing business with, find them to be legitimate – but they’re not.

 

The FCA suggest that whilst you are checking that the company is on their register you can also check the website contact details to ensure that the email address and telephone numbers agree. Even then it isn’t 100% as a legitimate company could have an 0800 number on the website but a landline number stored on the FCA register.

 

Also watch out for ‘cloaked’ email addresses. You may see something like graham@ghafinance.co.uk on the website but when you click on the link it takes you to something like graham@ghafinances.co.uk They will have an email account set up with the slightest of modifications like adding an ‘s’ at the end of ghafinance. Vehicle Thefts Have Hit A 10 Year High With Disastrously Few Arrests

The Press Association has carried out an investigation into vehicle thefts and found that between March 2017 and March 2018 theft or unauthorised taking of a motor vehicle in England and Wales was 106,334, the highest since 2009/10. But even more worrying was the fact that 81,778 of these cases were concluded as ‘Investigation complete, no suspect identified’.

 

This means that 77% of all thefts resulted in no suspects being identified or arrested. That is frankly shocking. In the West Midlands it was even worse with 91% of car theft cases being closed with no suspect being identified. London’s Metropolitan police was a little lower at 85% of cases being closed for the same reasons.

 

All but 5 of the 44 forces analysed closed at least half of car theft cases with no suspects identified. When taken up with the Home Office a spokesman said, ‘We recognise that crime is changing and police demand is becoming increasingly complex, (no I don’t know what that means either). That’s why we have provided a strong and comprehensive £13 billion funding settlement to ensure the police have the resources they need to carry out their vital work.’

 

Well I’ve news for you sunshine, they ‘aint spending it on catching bloody car thieves! By Graham Hill
